Study On Adjustment Of Central Regional Economic Policy In The Major Grain-producing Counties Of Hunan

In the international context that the new food and agricultural crisis is emerging, to ensure the food security of our country are the major global problem, which will be relative to our own economic and social development. The food supply of more than 1.3 billion Chinese people mainly come from our major grain-producing areas, so holding the grain production in the major grain-producing areas will stabilize the overall situation, in other word, the food problem of the major grain-producing areas is the country's food problem and to take the initiative in the main grain-producing areas means that the initiative in the nation will be seized. Then, against the background of the domestic, that since 2004 consecutively six central No. 1 documents of benefit to the people and having the farmer rich were born and the policies and measures of supporting food production inclined to be in favor of the main producing areas during the Third Plenary Session of the CPC 17 on 1st October, 2008, it is to be explored that the central regional economic policy of the major grain-producing counties in Hunan Province, has a strong theoretical and practical significance.Firstly, the 40 counties and districts are defined as major grain-producing areas of Hunan, including Changsha, Youxian, Xiangtan,Hengyang etc,and which are classified into Dongting Lake Plain Region, Xiangdong Hilly Region, Xiangzhong Hilly Region, Xiangdongbei Mountainous Region, Xiangxinan Basin Region,according to geographical location and their production conditions, characteristics and developing potential. Then, from the following four factors: the sown area of grain, total grain output, single grain output and farmers' net income of single-family business per capita, here analyze the developing characters and influencing factors of the major grain-producing counties in Hunan.Based on the economics analysis for the food markets, by using DPS software, some data are being analyzed for their relative factors and coefficient, containing the regions grain sown area, total grain output and single grain output.Then six key questions, existing in the major grain-producing counties of Hunan are pointed out. They are as below: slow growth in peasant incomes, higher poverty rates; backward plant technology, low yields, high production costs, competitiveness is not strong; outdated infrastructure, a serious shortage of financial inputs; deep processing is not enough, the low level of key industries; a heavy financial burden, funds are running at a deficit; outstanding social problems, lack of security system.After summarizing and appraising the existing policy that the central support the development of the major grain-producing counties, I will indicate that there are some problem on both the implementation of the policy itself and the effect of all, and what's more serious, major grain-producing counties is being as a key regional problem in our country, but At present, there is no one system that is complete and independent, scientific and rigorous, and getting the support and help from our country.Finally, there are six specific measures to create the support and assistance system for the major grain-producing counties of Hunan, which can be concluded as: strengthen the rehabilitation and construction of the infrastructure; increase the power to improve the low-yield farmland; improve the level of food processing and transformation; speed up the reform of the grain circulation system; perfect fiscal and financial support system; set up matching performance appraisal system.
