Research On Centralized Procurement And Supply Management Of China Railway Engineering Material

Currently,the construction of railway is being under fierce development in China.The big investment scale,high construct standard,and advanced technique all break the history of Chinese railway construction,some even break the history of the world.The large-scale construction demand supply guarantees,the scale of supply of railway construction is also unprecedented.At this time,a science procurement and supply mode is needed timely,it is very important for lowering the cost of engineering supply,guaranteeing supply quantity and quality,and raising investment efficiency of railway engineering.Firstly,the characteristics of the domestic and international have been analyzed.At the meantime,the present condition of centralized procurement and supply management of China railway engineering has been investigated in the round,and the existent shortage have been pointed out among them.Based on Ieaming lessons from foreign advanced experience,combining characteristics of the railway construction management in our country,the organization and system frame of centralized procurement and supply management mode for railway engineering have been put forward.Additionally,the concrete contents,business process,responsibility assignment of procurement management,supply and storage management,balance of accounts,and supervision.In the end,some suggestions have been put forward to perfect the mode of centralized procurement and supply management for China railway engineering:building a good laws and policy environment;constructing information system for procurement and supply;setting up to effective supervision and checking system;strengthening dynamic risk management and cultivating compound talent.
