As the essential and important part of the whole personnel work of the Party, the foundation of rural utility personnel gets its development and improvement, especially the innovation in the system, in the model and in the practice, which determines the quality of the"fast and good"development of the rural economic. With the proposal of the building of new socialist countryside, as well as the building of socialist harmonious society, the issue on"the Agriculture, the country and the farmers"is facing both opportunities and challengers, which raises newer and higher requirement for strengthening the rural utility personnel work. Whether the system innovation, model innovation and the operational mechanism innovation can promote the development of qualified personnel in rural areas, become an important task of the new rural development. Therefore, enforcing the building of the rural utility personnel is not only the urgent need of the building of new countryside, but also the important guarantee of the building. Actually, during these years, the work on the rural utility personnel has made a big progress, but there is still some weak link, which is not adoptable, so dealing with these weaknesses has great significance in promoting the rural economic and social stability and harmonious development.The rural utility personnel development in Weifang goes in the forefront in and out of the Shandong province, especially the successful deeds and experiments we made in recent years. Although there is something dissatisfactory, but its results is fine. What's more, it covers the important areas of the personnel development, which proves its forward looking, and advancing quality. Therefore, the study on these experiments and the successful model will have great significance in the whole personnel team foundation.This paper is based on the education, management, agriculture ,related laws and regulations as well as the human resources policy, combined with the actual situation of Weifang and research-based evidence, using qualitative analysis and quantitative analysis, comprehensively using the methods of literature survey, comparative analysis and expert advice, analyzes the situation of the rural utility personnel program of Weifang, affirms the achievements and points out the problems of the lack of attention, the lack of input, the total lack of structure and priorities, behind education, training, low degree of marketion etc.Combined with analysis of each case, it summarizes the"seven model"innovation path of the industry driven, leader enterprises driven in agricultural, professional market-driven, talents driver, and the combining of product, study and research, significant program driven, and modern information network. It proposes the "one of the five" team-building model of completing the leading organization, strengthening the education, strengthening the evaluation, strengthening the service and founding the rigid input, so as to promote new development of the rural utility personnel team foundation of Weifang and other areas, and to provide the personnel and intelligent security for the socialist new rural areas foundation.
