China is a large agricultural country. Agricultural economy is the basis of the national economy, the growth of which mainly depends on the development of agricultural technology. In 1995, the government demanded that China's agricultural technology should be risen to the advanced international level. To achieve this goal, we should have a correct understanding of its state of development and the gap between the developed countries and China. Agricultural scientific research system is the primary booster of agricultural technology, the scientific research competitiveness of which, to a large extent, directly reflects the level of a nation's agricultural technology development. Therefore, an evaluation of the scientific research competitiveness of China's agricultural scientific research system(CSRS) seems of great importance.Both quantitative and qualitative analysis methods are adopted in the paper. It is assumed that, after reviewing theories and previous researches, the origin of competition in the scientific research area also lies in scarcity of resources, and the scientific research competitiveness of a nation can be properly evaluated by assessing the effectiveness of how it make use of its scientific and research resources.To simplify the algorithm and insure accuracy of the results, methods like principal component analysis and data envelopment analysis have been used jointly to evaluate scientific research competitiveness. cross-evaluation has also been introduced to overcome some defects from the CCR model of Data Envelopment Analysis and achieved complete ordering of these objects. Further analysis had been focused on the time series date of CSRS from 1993 to 2006, cross-sectional data of 31 provinces and relevant agricultural data of 34 countries, using quantitative analysis; The strengths, weaknesses, opportunities and threats of the macro environment of CSRS had been assessed using SWOT methods, based on these results.Analysis result of the time series date from 1993 to 2006 indicated that, the development of china's CSRS scientific research competitiveness are basically in accordance with the process of the CSRS reform. Errors in judgments on the nature of agricultural scientific research that had once hampered the development of its scientific research competitiveness before 2002 had been properly adjusted, resulting in a great improvement in the scientific research competitiveness after 2002. The research on the data of 31 provinces showed disparate development among these areas, with the eastern region better than the western region, and northern better than the southern; while the analysis of relevant data of 34 countries told us that there is still a huge gap between China the developed countries in agricultural scientific development, though china maintains the world's average level.To conclude, as a whole, CSRS is more at a disadvantage than at a advantage, and will have more opportunities than threatening competitions, we should seize these opportunities and overcome the drawbacks of our own .
