Study On Evaluation Of The Eco-province Construction Index System In Anhui Province

Eco-province construction is a concrete action of carrying out"China Agenda 21"and the full implementation of sustainable development.The main purpose of eco-province construction is improving the implementation quality of the province's economy and society, population, resources and environmental development by applying the theory of sustainable development and ecology, ecological economics, in the premise of economic growth and environmental improvement, because of the short time of launching into eco-province construction in our country. So, some questions about eco-province were still at the stage of exploring, and there were still few researches about the quantitative analysis of the eco-province construction level.Based on the theory and the meaning of sustainable development and eco-province construction, this paper take Anhui province as an example. Through reading a large numble of references, this pape followed the structure principle to build the Anhui eco-province construction level evaluation index system, which comprised twenty evaluation index selected from three aspects: the economic development, the resource and enviromental protection, the social progress on the basis of building an eco-province system (revised version).This paper apply regression analysis and gray prediction to predict the level of eco-province construction in 2012.,rder to overcome the defect of using single method to confirm index weight, the weight of each sub-system was confirmed by the Analytical Hierarchy Process and the weight of each evaluation index was confirmed by the method of CRITIC. Thus, the ultimal weight of each evaluation was confirmed by synthesized the results which was confirmed by the Analytical Hierarchy Process and the method of CRITIC.The Principle Component Analysis and the TOPSIS model was used respectively to evaluate the eco-province construction level in Anhui province. And developed the comprehensive evaluation index of classification standards of the eco-province construction level. the result shows that the eco-province construction situation was improved year by year from 2002 to 2007. All of the actual value of 2007 has met or exceeded the target value of the original outline in 2007.
