The only way to achieve coordinated development of economy,resources and environment is to build a green city.The Green Development Action is an important part of the five major developments of "Innovation,Coordination,Green,Open and Sharing".Under the trend of the times,green development is to transform the traditional rough type development model to intensive development model,so as to bettter realize the harmonious development of economy,society,resources and environment.To date from 2016,Anhui Province has been based on the provincial conditions.In order to adapt to the trend of sustainable development at home and abroad,the important strategic decision of“Ecological priority and Green development" has been made as an important part of the construction of "Five Great Development and Beautiful Anhui".The primary task of promoting green development is to establish an evaluation system of Anhui Province's green development,scientifically evaluate the level of green development,and realize high-quality and sustainable development of economy and society in Anhui Province.On the basis of reference to the national green development index system and other scholars'research,this paper takes Anhui Province as the research object,chooses 28 indicators from four aspects:economic green growth,resource green utilization,environmental green governance and green life,and constructs the green development index system of Anhui Province.The two evaluation systems are as follows:1.The comprehensive weighting method(The combination of analytic hierarchy process and entropy method)is used to weigh the indexes in the index system,and the comprehensive evaluation score based on the comprehensive weighting method is obtained.2.The principal component analysis method is used to determine the weights,principal component eigenvalues,load matrix and cumulative contribution rate of each index layer,and the scores of each subsystem are calculated and the comprehensive scores are weighted.The comprehensive empowerment method was used to evaluate the green development level of 16 cities in Anhui Province from 2014 to 2017.The results show that the urban green development in Anhui Province from 2014 to 2017 shows a high spatial distribution in the South and a low spatial distribution in the north.The green development in the south of Anhui Province has a great advantage over that in the north of Anhui Province.(1)Principal component analysis was used to evaluate the green development level of 16 cities in Anhui Province from 2014 to 2017.The results show that the development of the economy,resources,environment and life in Anhui Province is good,and the principal components of each index in the four subsystems are relatively balanced.Chizhou City has been in the forefront for the past four years.The green development of Hefei City has been getting better year by year,while the cities of Bozhou,Fuyang,fuainan and Suzhou in the northern part of the country have been at the bottom,and the green development is worrying.(2)Comparing the green development level of each city in 2016 by two different methods.The results show that the green development trend of each city in Anhui Province in 2016 ob tained by the two methods is basically the same,and there are differences between individual cities.They all show the trend of ranking in southern Anhui regions is higher than northern Anhui regions.The reason for the difference between the results of the two evaluation systems is mainly because the data of some indicators used are too high or too low,and the weights of the indicators determined by different evaluation methods are different.In the principal component analysis method,the economic green growth index is more focused,and the economic green growth subsystem has a smaller weight ratio in the Comprehensive evaluation method,which leads to the deviation of the two results.(3)Based on the comprehensive evaluation method,the green development of the entire province from 2014 to 2017 will be evaluated.The results show that from 2015,the green development score shows an upward trend year by year,and in addition to the decrease in the environmental green governance score in 2017,the scores of other subsystems have improved.(4)It can be concluded that the overall level of green development in Anhui Province in 2016 has made great progress by the analysis of 2016 index,but there is still a need for continuous efforts in the use of natural resources and the green life of residents.(5)The mutual validation of the two evaluation methods is more objective,real and reasonable for the study of the evaluation system of green development in Anhui Province.
