The Evaluation And Research Of Dehua Circular Economic Development

In the 21st century, as the demand on resources from economic and social development is increasing, environmental protection is facing greater pressure than ever before. In order to keep the rapid economic growth under the constraint of resources and environment, the pattern of economic growth has to be changed. It calls for China to quicken its pace of building a resources-efficient, environmentally-friendly society, and to promote the harmonious development of man and nature.Circular Economy is a kind of ecological economic development model, whose objective is to save resources, improve efficiency, and push the sustainable development of economy and the full-scale advancement of society. The Fifth Plenum of the 16th Chinese Communist Party (CCP) Central Committee points out that saving resources should become the basic national policy, developing Circular Economy and protecting the Eco-environment, speeding up the construction of resources-saving and environmental friendly society, coordinating the relation of economic development and population resources and environment should be harmonized with each other. Therefore, circular economy is Chinese important strategic choice.This article provides an overview of the study on circular economy domestically and abroad. Especially the current Dehua intra-county situations with employing the theory in the Circular Economics, accord to theories on the Circular Economics, Regional Economics, Development Economics, Ecology, Environmental Economics, Management,Geography and Sustainable Development in many subjects .est., I design the comprehensive evaluation index system on the development of circular economy in Dehua, and evaluate the circular economy development of Dehua by the combining of empirical and normative analysis, static analysis and dynamic analysis, quantitative analysis and qualitative analysis, and then puts forward countermeasures and suggestions of Dehua basing on the combination of qualitative and quantitative principles.This article includes four parts. As follows:The first part is the introduction. It introduces the meaning of the Circular Economy and the background of the choice; methods of the research and routes of the technology; the theories, research results and practical conditions of the development of the Circular Economy domestically and abroad; the problems on research and practice of the Circular Economy.The second part studies the developing process and the basic theory of the Circular Economy; analyses the contradiction between the economical environment and ecological environment of industrial society; identifies the main factors on the constraints of economic and social development; provides readers with the details of the scale construction of the development of Circular Economy and analyzes the theory of economic development pattern from the regional level at the same time.The third part survives the introduction on the basic situation of Dehua, points out the resources and industrial development of the Circular Economic development, and recommends the development of the Circular Economy in Dehua.Finally, it institutes the design theory of the Circular Economy development's target system and also sets up the three major aspects which contains the level pf economic development, ecological development and social development of Dehua. Use the AHP evaluation model of the Circular Economy from Level Index,Development Index and Coordination Index, then with SPSS statistical software for analyzing the statistical index and circular economy comprehensively Dehua. And point out some policy and measures which should be taken in Dehua.
