Evaluation And Countermeasures Of Development Of Hunan Agriculture Circular Economy Building And Empirical Analysis

With the rapid development of economy in our country, in terms of resources and environment caused by the contradiction become, sharp, the sustainable development of China's economic and social hair has been facing a serious threat. Agriculture as basic industry of the three major industries, change the extensive development pattern of circular economy development mode, has become the inevitable choice of sustainable development. The development of agricultural circular economy as an important part of the "two type society", guarantee the smooth development has an important effect on the construction of socialist modernization. As China's traditional agricultural province of Hunan province, constructing evaluation index system of agricultural circular economy development in Hunan province is an important representative and strategic significance.Based on circular economy advocated by the "3 r" principle, combined with the relevant economic theory, taking Hunan province as the research object, to carry out the agricultural circular economy and improvement of ecological environment in Hunan province, for the purpose of the plan as a whole, on the basis of theory and practice, combination of different methods and analyze the subject knowledge.Part of the theory of development of circular economy has been introduced in this paper, and carefully analyzes the Hunan province to carry out the agricultural circular economy development and the importance of comparative advantage, and points out the factors restricting the development of agricultural circular economy in Hunan province. At the same time, in order to be able to accurately understand the status quo for the development of agricultural circular economy in Hunan province, this paper constructs the evaluation system of agricultural circular economy development in Hunan province, including the social development, resources reduction, recycling and environmental security, a total of 18 specific indicators in four aspects. Using the analytic hierarchy process (ahp), the selection index data of 2003-2013 in Hunan province has carried on the comprehensive evaluation of agricultural circular economy development, and the disorder degree analysis method is adopted to restrict its development are analyzed, the main factors to get the related conclusion. Finally, according to the above conclusion, put forward the countermeasures of development of agricultural circular economy in Hunan province and implementation approach.
