Research On Adjust Of Shandong Marine Industrial Distribution Embedded In "One Body Two Wings" Regional Development Model

In accordance with the reality of province's overall imbalance in regional development, based on the rapid development of the characteristics economic, Shandong provincial party committee brought up a new strategy, which is called"One Body Two Wings"regional development and marine industrial development strategy in 2007 in the second session of the ninth plenary meeting. The new strategy discusses a new pattern to promote regional coordination for the good and fast development of Shandong Province. Further, the new strategy takes marine industrial development as a part of the overall development strategy of Shandong Province.The made of the "One Body Two Wings" regional development and marine economic development strategy enable us to think about the regional development in Shandong from the vertical angle, rather than thinking from the horizontal angle as before. More importance is that the regions which were divided by the new strategy have a common characteristics-they are all have a marine which around the three regions as a blue golden belt. However, actually, in the new strategy, regional coordination and marine industrial development were brought up as two parallel branch strategies. Marine industrial's development does not integrate into the new regional development pattern. It has positive significance to promote fast and healthy development of Shandong Province by promoting the development of marine industrial in the coastal areas in Shandong Province.The purpose of the paper is to strengthen the priority of marine industrial opening zones. Coastal economic areas in Shandong Province which have been the most opening region and taking the most regional advantage of international industrial transfer promote coastal leading economic and industrial around ports wings and fly. At the same time, co-ordination and integration of land and sea means to build the big sea channel, which should take ports as the leading, take port rail and road traffic system as the backbone. Co-ordination and integration of land and sea will be conducive to the expansion of land-locked less developed regions the level of opening up and it will help the region to undertake the transfer from foreign countries in marine industrial, to coordinate regional development co-ordination to promote every regions develop coordinated.The paper focuses on regional development in Shandong from the vertical angle, rather than thinking from the horizontal angle as before. It expound on the theories of optimization and upgrading of industrial structure and the rational distribution of marine,including marine industrial structure related concepts,classification and division of marine industry standards,and industrial distribution theory and regional economic theory and the study of the marine economy status :Introduces marine resources and analyzes distribution status of marine analysis and defines advantaged marine industrial based on the"One Body Two Wings"regional development strategy. Then the paper focuses on the research on the possible ways of upgrading and rational distribution of marine industrial in the"body"and"wings"in order to give helpful suggestions to promote heath and lasting development of Shandong Province based on the new strategy.
