Research On Marine Knowledge Spillovers And The Effect Of It On Coastal Regional Economic Growth

Along with the progress of the science and technology, knowledge accumulation is playing a more and more important role in the economic development, and modern marine economy is also presenting the feature of knowledge economy. Marine knowledge, marine high-tech and marine economic activities are merging into a unified and comprehensive integrated process, which means that marine exploration and the development of marine economy depends on the progress of marine high-tech and the progress of marine high-tech depends upon the increase of marine science knowledge and other science knowledge.In this paper, on the basis of research reference results about knowledge spillover home and abroad, the meaning and relative theory of knowledge spillover have been summed up, and according to this, the meaning of marine knowledge spillover is defined and an analysis towards the mechanism of marine knowledge spillover is provided. The meaning of marine knowledge spillover follows the meaning of knowledge spillover, which just is the external effect in the process of knowledge spread. The mechanism of knowledge spillover includes the mechanism, manner, way and influence factor of marine knowledge spillover.The analysis of the effect of marine knowledge spillover on coastal regional economic growth is carried on as the line of knowledge spillover-technology innovation-industry development-economics growth. At first, using the method of empirical analysis, the coefficient elasticity between the marine science research and the fruits produced is obtained through knowledge production function and proved that marine knowledge spillover has promoting effect on technology innovation of China. And then the influence of technology innovation on main marine industry development of our country is been proved, and the industry involves Fishery, Marine resources and energy utilization, sea water using and Marine medicine. This influence upgrades the traditional industry and the high-tech industry rises gradually. Studies of the proportion of marine industry to GDP, the relevancy effect and dragging power of marine industry and the promotion of marine economy to coastal regional economic growth, are used to demonstrate the dragging power of marine industry development on coastal regional economic growth. In addition, some research related to marine science has direct influence on coastal regional economic growth, which mainly manifests carrying into investigations on ecology and climate in order to prevent disaster take place and effect of coastal land and sea each other.This paper, taking the USA, Japan and Korea for example, indicates the efforts that this three countries have taken in the aspects of improving the marine sense of the people, popularize the marine education and propelling the marine science and technology research in order to promoting the marine knowledge spillover. These efforts raise the exploration of the sea to an important status. All the country, however the government or the people attach importance to the exploration of the sea, so that numbers of marine technological fruits come out, and be converted to economic value, dragging the growth of coastal economy.In the end, as a result of the investigation above, a conclusion is drawn that the exploration and utilization of marine knowledge has significant effect on the development of coastal regional economy. So our country should make use of the effect of marine knowledge spillover to develop marine technology and promote the coastal economic development. Drawing experiences of using technology to explore the sea from the UN, the USA and Japan, China should constitute and implement the marine policy, explore the sea technologically, develop marine education, advance the popularity of marine sense among the people, increase the input on science research, raise the knowledge production level, and achieve the organic combination of produce, learning and research, promote the transformation of knowledge into technology fruits and the conversion of technology fruits into economic production.
