With China's rapid economic development, the environment problem is more and more outstanding,becoming a constraint on economic and social development and affecting people's production and life.Xinjiang, as the file leader in economic development to the west, has made eye-catching economic andsocial achievements in the world. However, as economy develops rapidly, the environmental problemshave also appeared inevitablely.According to the theory hypothesis of the Environmental Kuznets Curve(EKC),we made an empiricalresearch about the relationship between economic growth and environmental quality in Xinjiang Provincefrom 1985 to 2006. By making the status of economic growth and environmental quality as thebreakthrough point and based on historical data, we used measurement tools and theoretical analysis to findout the environment and economic growth curve for different pollutants. Then we made a quantitativeanalysis of the factors that affect the quality of the environment in the course of its evolution. Finally, thispaper put forward some countermeasures over the continuous development of environment and economy.The results showed that:(1) With the social and economic development, the absolute amounts of environmental emissions haddisplayed the escalation trend, but the relative amount had been coming down unceasingly .This trend isclear.(2)Most of environmental quality indices did not follow the "inverted-U" environmental Kuznetscurve in Xinjiang, and the same pollutants also came to different change routes in two different estimateways.(3) Xinjiang's present environment - economic curve is only a fragment of the environmental qualitychanges in economic growth process, and in the long term, Xinjiang's environment - economic curve shouldbe an alternation of various forms of curves, that is, an up and down fluctuations form.(4)Population factor, technological progress, industry structure, trade and environmental policies etc.play important roles in the relationship between economic growth and environmental quality, so we shouldcombine the actual situations in the formulation of environmental policy, and give full consideration to thesefactors.
