Problems And Solutions About Management Of Huizhou Intercity Highway Project

Where there is the city, there is the inter-city highway. The inter-city highways are very important connections inside the transportation network. The unsuccessful management of the inter-city highways sometimes can restrict the growth of the economy and the development of the city. This dissertation is trying to work out the strategies on solving the problems about running and managing the inter-city highway business, starting from researching on the development of the present status of inter-city highways, summarizing the six great difficulties in the inter-city highway management of the CITIC BOT project in the city of Huizhou, and thoroughly analyzing these problems from different perspectives. This dissertation also brings forward an "annual-ticket-approach" which may solve those management problems, due to the variety of the country's policies and the changes in economic development, by investigating these strategies in term of the requirement of "scientific lookout on development". But in order to solve the problem ultimately, the author thinks "the government's purchase back" will be the best answer. And when we work out a government's purchase back scheme, we may take transferring the shares or selling the assets as one of the choices, referring to the BT- mode . In order to speed up the scientific development of the inter-city highways, this article also summarizes out several issues that need to pay attention to, based on the management experience of the Huizhou inter-city highways project.The dissertation consists of four chapters.Chapter 1.
