Research On Planning Of Comprehensive Bonded Zone

At present,in response to the impact of the international financial crisis on China's real economy and the logistics industry,the governments are overall planning the integration of areas under special customs supervision and bonded areas;actively promoting the extension of port logistics to mainland logistics node cities.Among varieties of areas under special customs supervision,the comprehensive bonded zone enjoys the highest degree of openness and the most preferential policies in mainland. Therefore this paper mainly researches on layout of the comprehensive bonded zone in China,making use of cluster analysis and data envelopment analysis method.According to the city's comprehensive strength and national logistics development plan,select 120 cities as the research object.First of all,do hierarchical cluster analysis making use of SPSS statistical software according to economic indicators;Because of every city that belongs to the same cluster must be geographically adjacent or closed,then do k-means cluster analysis according to the relative location of cities. Finally integrating the cluster results that based on economic indicators and geographical location,all the cities are divided into many cities groups that belong to different economic development level but each city of the same guoup is geographical adjacent.After that,use data envelopment analysis(DEA) to evaluate the candidate cities in each city group.The main method used in DEA is model C~2R.But each decision making unit(DMU) in this model choose the most favorable weight to its own to calculate the self-evaluation value,so it can not fully reflect the merits of the decision making unit.In this paper,the introduction of cross-evaluation mechanism based on self-assessment of cities in each group can eliminate the problem that the weights is too extreme to rely solely on the self-assessment system.Finally,based on the DEA evaluation results, combined with the geographical location of citys and national policies,we choose Chengdu,Tangshan,Wuhan,Hangzhou,Xian,Urumqi,Yancheng,Zhuzhou,Nanjing, Jinan,Xuzhou,Zibo,Zhengzhou,Taiyuan,Lianyungang and Baotou as candidate cities of comprehensive bonded zone.
