Study On The Government Responsibility Of Medical Insurance For Urban Resident Of Baotou City In Inner Mongolia Autonomous Region

In the process of building a socialist harmonious society, the establishment of the medicalinsurance system covering all citizens is an important duty of the central and localgovernment. With the establishment and improvement of China’s market economic system,the CPC Central Committee and the State Council attach great importance to solve themedical problems of the masses, and gradually improve the medical insurance system.Medical insurance for urban residents is a new type of social medical insurance system,which is proposed by the State Council on July10,2007and began to implement in somepilot cities. In2008the scope of the pilot is expand, and in2010it is popularize to the wholecountry. Now medical insurance for urban residents is still in a pilot phase. Baotou City, oneof the first batch of pilot cities, plays the implementation and guidance role of the urbanresidents medical insurance, and bears an important responsibility. So, defining responsibilityof Baotou municipal government medical insurance for urban residents contributes toimprove the trial of urban resident medical insurance system and to protect the essentialinterests of the residents.In this paper, based on the basic theory of urban residents medical insurance andGovernment Responsibility and the operation mode of the urban residents medical insurance,combining the intersubjective obligations between government and urban residents medicalinsurance prescribed by law, design responsibility, fiscal responsibility and supervisionresponsibility, which should be undertaken by Baotou municipal government, are proposed.Through analysis and research Documents issued by the national, provincial and municipalgovernments and field research data, the establishment and development of the medicalinsurance system for urban residents in Baotou City are expressed and the situation of Baotoumunicipal government fulfilling the responsibility of the urban resident medical insurance issummarized. On account of problems, such as defective design of the system, irrationalfinancial investment and allocation and Inadequate regulatory, exposed in the process ofBaotou municipal government fulfilling the responsibility of the urban residents medicalinsurance, combining theoretical knowledge and expert advice, countermeasures are proposed to enhance the Baotou municipal government to fulfill the responsibility of the urban residentmedical insurance.
