| Since 1980, Deng Xiao Ping proposed the assumption of "sell the public housing, adjust the rent, the advocate of individual purchasing and building" in the total housing policy, china has come through 30 years in solving the housing problems. In the process of housing system reform and housing market development, we have achieved a lot: however, there are also some typical problems. especially in recent years, some cities' housing price have undergone a dramatic rising, the housing supple structure has been in a state of imbalance, the housing security police have been ineffectively implemented. The residents in mid-low income have lots of difficulties in housing. Also, the real estate market is not well developed and in chaos. Such problems have led to strong repercussions.This paper gives a new description of our country's housing policy from the prospective of policy instrument. Study topics from perspective of police instrument always conform to such procedures: first of all, we should understand the policy environment, then, we should have a clear policy objectives, at last, we choose the policy instruments according to the policy objectives. In this paper, we will just take this procedure. In studying the housing problems of foreign countries, I found that the countries where housing problem are well settled just like Singapore and Sweden most have a specific policy objective system then have the corresponding policy instrument selections.For our countries housing policy objectives have the phenomena of vague and swinging. what' more, we don't have the complete housing objectives system. These result to the chaos of the selection of housing police instruments. So, in my opinion, if we study china's housing policy, first we should have a clear housing policy objective, compose the complete housing policy objectives system, furthermore, we choose the proper policy instruments. In this way, we can help to solve the housing problem. In this paper, in looking back on our country' ever housing policy, we also summarized the characteristics of Singapore and Sweden's housing policy. At last, we proposed the way of solving china's housing problem on combination of the above countries' housing policy characteristics and the actual situation in China. This paper is divided into four parts:The first part: Introduce theories of housing policy instrument. First of all, this paper will introduce the theories of policy instrument, then introduce the total and specific objectives of housing policy, at last, it will introduce the type and efficiency of the housing policy instruments.The second part: our country's police transition to solve the urban resident's housing problem. This part will first recount the background and transition of housing policy since 1980s, (from the prospective of police instrument) 1980-1998 and 1998 to now two periods are divided, and this paper will evaluate every period's policy objectives and instruments.The third part: Introduce the policy instruments of developed countries in solving the housing problem. First the paper will introduce the policy background of Singapore and Sweden, then, it will introduce the policy objectives system, put forward the selection of policy instruments and analyze the inspiration which developed countries give us. The paper will mainly analyze how we use their experiences for reference.The fourth part: the selection of housing policy instruments in nowadays china. The paper will analyze how we make up the proper policy objectives and choose proper policy instruments to solve the housing problem of urban residents. |
