The Research On The Deregulation And Regulation Reform Of China's Electricity Industry

Since the early 1980s,many countries have electricity sector reforms.In order to obtain the allocation of resources and the Pareto efficiency,the main approach are deregulation and regulation reconstruction.Affected by this market-oriented reform. In 1978 china also began its market-oriented reform of the electricity market. Electricity industry have made great progress through decades exploration,recently, China's electricity industry supply remain monopoly by the government,which restrained the development of electricity industry.So this paper takes electricity deregulation as main research object,aims to make some thinking on the regulation reform of the Chinese electricity' s achievement problems and reforming tendency in a combined perspective of the theory and practice.Firstly,this paper illustrated the emergency of the regulation theory and the theory of natural monopoly industries,especially the electricity theory.Then studied foreign deregulation of electricity and the success experience of reconstruction of regulatory. Through the comparison on china's reform procession,find out the main problem and have an analysis of the major reason.The paper puts forward that in the process of the deregulation reform of the electricity,power generation transmission distribution and the sale of electricity should be treated respectively,but should reformed simultaneously.At last,studied the feasibility of introducing the competition mechanism and put forward a suggestion for china's deregulation and regulation reform.
