Exploration On The "Socialist Capital"

"Capital"--- it's the most common and the most general basic category in the in the operation of market economy. Many other related categories such as"material capital","financial capital","human capital"etc, are all regarded"capital"as its core concepts. They are of great significance for the research on market economy and the practice of economic development. But in general, these studies can not separate from a specific social background. Whether the"Capital Development Theory"of Harrod-Domar or the"Human Capital"theory of Schulz, on the social characteristics and class nature, they are totally different from the important content including "Three Represents",which is advocated by the theory of socialism with Chinese characteristics. In this historical condition, the forerunner in the theoretical circle proposed the "socialist capital", which is an innovative category. It is not only to make a clear distinction between the bourgeois economics and the socialist economics in principle, effectively interpret and guide the origin and direction of the Chinese economical reform and development, but also to add new content to the"Marxist Theoretical Research and Construction".This paper makes a comprehensive clarification about its theoretical and practical significance of "socialist capital", and presents the origins and trend of "human capital" objectively. On the basic of grasping the relevant theoretical viewpoints correctly, it makes the logical derivation and comparative analysis properly. It strives to create some academic viewpoints which are really benefiting the theory system and practice road of socialism with Chinese characteristics.These viewpoints include: First, the character of advancing with the times of Marxism requires us to analyze and treat the category of capital scientifically and realistically. We must import the category to the historical process of Chinese economic transition properly.Second, "socialist capital" has become an important category which is unavoidable in the process of improving the system of socialist market economic. It is not only a basic category for the innovation of state-owned enterprise and the establishment of modern enterprise system, but also can impact the establishment and perfection of market system, the practice of macroeconomic control, the innovation of education system, the construction of new village, even the construction of socialist core values system, in Omni-Directional and multi-faceted ways.Third, Schulz and other economist brought forward the theory of "human capital", which is based on a non-scientific value theory. The theory of"human capital"is a theoretical summation and summary about the relations between the human resources in capitalist society and the education investment. This theoretical system has many aspects worth learning, but overall, it belongs to a theoretical system which is completely different from Marxist Political Economics.Forth, the distinction between "socialist capital" and "human capital" in the major theoretical system is bound to engender different results in practice. In real life, we should use the self-determination of socialist to restrict the blindness of capital properly. At the same time, we must resolutely oppose to copy the "human capital" theory blindly, and pay great attention to the results of its incorrect application, like the irrational phenomenon of great income inequality.The author of this article has already made some preliminary achievements in the study on the theory and practice of "socialist capital" as well as "human capital". Articles reflecting these views have appeared on some nationwide academic, and they have been published in some domestic public journals. But at the same time, I deeply feel that the study of the "socialist capital" theory still has a lot of work to do, especially on how to use the category of "capital" on the basis of Marxist theory, How to more convincingly oppose all kinds of erroneous academic tendencies, including copying the "human capital" theory blindly, and how to deepened the cognition about the basic theory's practical effects in every field of Chinese socialist construction further, etc. The author hopes to make an effort to complete these works in future.
