As a common Problem in the Process of human's economic development,poverty is one of social problem in the world. Anti-p poverty is the most difficulty problem of every country,so is China. China is a large agricultural country,troubled by rural poverty because of large rural populations. Since reform and openness,Chinese rural anti-poverty achieved great result and resolved most rural population's survival problem. But speed of poverty reduction became slowly, serious poverty-returning phenomenon existed after the 21 century,Chinese rural anti-poverty policy is in troubled. The professor Michael Sherraden proposed the asset building theory in 1991,which indicated the asset can bring up the gigantic economical and social benefit that income can't,and claimed to establish asset-based anti-poverty policy that help poor accumulate asset in rural areas. the introduction of asset-building theory study on rural anti-poverty policies of Chinese,can inject new blood for it,it's meaningful. Therefore,this article analyze and reflect rural minimum living standard scheme and rural poverty alleviation on base of asset building theory by using documents research,policy analysis,case studies and other research methods,pointed out that they are single income-based policy and lack of the element of asset. In the same time the article benefits from American Dream Demonstration and Taibei Family Development Accounts and come to a conclusion that they can enlighten our country anti-poverty policy in rural areas. Finally,this article analyze income-based and asset-based anti-poverty policy by combination of international experience and domestic facts,proposed China should set out a anti-poverty policy system that contain income and asset policy in the same time.
