The reform and open policy passing more than 30 years, the construction of socialist market economy system of our country obtained the achievement which attracted worldwide attention. The capital market also obtained the preliminary development, and a substantial number of enterprises already changed the system to be listed company. But the unfair question of listed company's high tube personnel salary drove suddenly revealed day by day. The main performance was: The difference of listed company's high tube personnel salary oversized; The listed company's high tube yearly salary growing was not consistent with the company's benefit growing; The difference of listed company's interior salary oversized; The difference of listed company's high tube personnel and government personnel salary oversized; National capital holding company's high tube provided the salary at will and so on. This kind of condition already could not adapt the request which our country's economy developed further and hindered it .It became an urgent reform question.This article mainly took the salary theory, the fair theory and the assignment theory as the foundation, used standard analysis, real diagnosis analysis, qualitative analysis, quantitative analysis and comparative analysis, and chose the implementation fairness salary drove as the object of study. Then analysed the main performance, the reason and the consequence of unfairness of listed company's high tube personnel salary and established the science achievements inspection system on the foundation of the advanced experience of the overseas model. Finally proposed concrete proposal to this question , on microscopic mainly from consummate listed company's system construction, for instance: The strengthening shareholder of controlling stock and listed company 's high tube personnel's supervising and managing, the attention to long-term drive and the risk drive; On macroscopic, the government main utilized financial policy and the monetary policy, in order to establish a fairer environment, for instance: Using tax revenue adjustment to promote salary drive fairness. The goal lies in for national correlation department and listed company establishing the consummation salary drove fair system and provides the beneficial reference. Thus establishes the just salary drive system, fundamentally guarantees the human resources the competitive advantage, and transforms for market competition superiority.
