Research On The Function Of Local Government For The Development Of Civilian Economy

In China, the fast rise of the civilian economy is the important historical social economy phenomenon in the period of reform and opening up, and the important bright spot in the process of constructing market economy system. These years, it plays an important role in solving the labor employment, fiscal contribution, market system construction. As a developing country, market default and imperfect of the government managing system coexist in China. The solvement of the problems in the economy is related to the function of the government. For an oriental developing country like China, government plays a very important role in economy and social life, as well as in the civilian economy. Because of the decentralization of the central government and the local government, the latter takes a more positive role in improving the development of local civilian economy directly. So, in order to research how the government improves the development of civilian economy, the process of searching the right role of market and government in our national market economy system should be taken in practices, and based on our national condition.This paper researches the process of government function and influencing factors from the angle of the county. The reason of choosing Changshu, Jiangsu as the studying example lies in 4 aspects. Firstly, its special regional background as the original place of"Southern Jiangsu Mode", Changshu experiences and witnesses the rise, development and evolution of the mode. Besides, it has always been the top 10 counties in China. Secondly, compared with peripheral counties (3 other county-level cities in"four dragons of the south of Jiangsu": Kunshan, Jiangyin and Zhang Jiagang), the typical features of the civilian economy in Changshu which is different from the development of peripheral counties worth the studying. Thirdly, viewing the process of the development of Changshu economy, the writer finds that the development of Changshu civilian economy requires less for the resource and initial constraint conditions which could be learnt by most counties as the civilian economy development mode of the endogenous growth ,and has value to popularize.Fourthly, starting early, Changshu civilian economy grows rapidly, and faces many problems which need consistently research and settlement. The understanding of it has pioneering effect for studying the further development of civilian economy in China.This paper takes Changshu for example, discusses the relation between the development of civilian economy and the government function on the basis of the economics and the politics. This paper is divided into 5 parts. PartⅠis exordium, which introduces the aim and meaning of the research, as well as the frame, domestic research condition, and thinking of the research. Besides, it discovers and defines the concept of civilian economy. Based on the theory about the relation between the government and the market in western economics and developing economics, the PartⅡdiscusses the role of the developing countries'governments in the civilian economy development. Besides, it describes the difference between the function of the central and local government. PartⅢlooks back at the process and specialty of the rise and development of Changshu civilian economy, and the change of local government function and role in the process, analyzes the reason for the change of the government function in the process of Changshu civilian economy development from the angles of property rights, government profits and government competitions. PartⅣconcludes and analyzes the achievements and inefficiencies on the civilian economy development brought by Changshu government, points out the achievements in 4 aspects as: economic aggregate, social donation, development platform, comprehensive capability; and the inefficiencies in 4 aspects as : industry quality, direction mind, industry level,standadized management. PartⅤoffers some suggestions for improving the function of local government in developing civilian economy from macro-directing theory, medium-industry perspective and micro-based marketization.Locating in the central position of the development of economic society, government takes the role as the cooperator, catalyst and promoter instead of the direct supplier for increase. Facing the coexisting of the imperfect market and the imperfect government in the developing country, local government should play the special function——the function of market cultivation during the process of economic system transformation. Market system is featured as the regularity, contractual credit, order, unified integrity. These features are not automatically brought by the market exchange. Represented as the public authority, government is a political power group. In the process of the establishing and the maintaining of the property, rule and order, it is necessary to turn to the universal compulsory and public authority of the government which should takes more important role in promoting the market.
