The Research On Pension Insurance Of Peasant Laborers In China

At the present stage,the peasant laborers,appearing in the process of rural labor shifting toward cities and towns in our country, are an ample peculiar group. The turning up of the peasant laborers which are not only having improved the peasants' income and having promoted the development of rural areas, but also having made enormous contributions to the economic development of cities. As China's urbanization, industrialization and accelerated development of market-oriented, this group has become the strength driving for China's economic development and the promotion of social structure reforms. The protecting of peasant laborers'rights and interests has been regarded highly by the general public altitude and broad attention. Therefore, the attentions and concerns of the social security of peasant laborers, especially the protection of pension insurance, as well as to seriously solve the problem of pension insurance of peasant laborers both have practical and strategic significance. The issue of society pension insurance makes people be anxious for judging from the current situation of peasant laborers' pension insurance. Participating in pension insurance rate is low. Around the greater difference in cognition and practice of the pension insurance, the phenomenon of a peasant laborer who has already joined a guarantor suspends or breaks off pension insurance because of being on the move is very common. Leading to the emergence of these problems are mainly attributable to: the legislative reasons, the implementation of reasons, the system of reasons, business reasons and the reasons for their peasant laborers. The existing central authority and some local governments also have a number of pension insurance policies, but because of the complexity on the issue of peasant laborers, these policies expose a lot of problems and deficiency. The peasant laborers do not really enjoy the pension insurance. To properly resolve the issue of pension insurance of peasant laborers should be a separate legislation for them. It should be only our country's economic, political and institutional reform needs, but also the requirements of human rights and justice. According to pension insurance for the issue of our country and our existing pension insurance policy of peasant laborers, it should combine with the characteristics of peasant laborers, follow the legislative principles and design the content of such legislation to separately make law which peasant laborers should be introduced to a national unified pension insurance of peasant laborers. At the same time, we should improve pension insurance system of related measures to perfect the peasant laborers of China's pension insurance system.
