In the current electric enterprises'bidding practice, the tender evaluation criteria are cursory, and most tender evaluation methods are qualitative or simply quantitative which may result in unreasonable evaluation results.Compared with analysis on method model of existing tender evaluation through the survey of current situation of tender evaluation,the author has set up VIKOR model,which based on The Analytic Hierarchy Process(AHP). The VIKOR algorithm was developed to solve MCDM problems with conflicting and different units criteria, assuming that compromising is accepted for conflict resolution.The highest ranked alternative by VIKOR is the closest to the ideal solution,so the obtained compromise solution could be readily accepted by the decision makers. In the case of the analysis of the qualitative and quantitative methods applied to screen criteria and construct criteria hierarchy,the thesis has constructed a set of criteria system composed of business,technology and qualification,which can comprehensively reflect the bidding companies'ability.Through the Analytic Hierarchy Process,the weights of the criteria have been obtained. Use VIKOR to carry on validity analysis to the bidder's bid after carrying on index quantization,elect the bidding candidate finally.And then use this model actually,the result indicates,the model has improved the objectivity of tender evaluation,and has practicability.
