Bidding evaluation is the key process of procurement bidding. Bidding evaluation method was scientific or not directly affects the result of procurement bidding. At present, there are two methods of bidding evaluation in the field of electric power equipment procurement: traditional bidding evaluation method and bidding evaluation method based on modern decision theory, every method has its advantage,disadvantage and application conditions, which can we choose in practice. Because the equipment procurement bidding developed much slower in China than the other countries, there are many problems in practical use, especially the bidding evaluation method, which is the key step of bidding evaluation, is under studied, so it causes the deficiency as follows: the quoted price index was over weighted; the cost of later stage, that is operation and maintenance cost, was underestimated or neglected, the theoretical foundation of long term decision was also in deficiency; the impact of subjective fact was obviously, the bidding evaluation index system is not scientific enough, the weight of index needs to be subdivided; Qualitative and quantitative analysis can not be combined well in the bidding evaluation method based on modern decision theory, so was the cost index, efficiency index and social benefit index.Because of the unsatisfied present situation of bidding evaluation in the field of electric power equipment, the LCC theory is introduced into the bidding evaluation method, which can be used to appraise the total cost of electric power equipment. LCC method is combined with ADC model to build the synthetical evaluation model, So the evaluation stand is converted to longterm cost from shorttime cost,so is the integration of cost and efficiency index.The main study in this paper are as follows, firstly,The LCC and its sub-item cost model is build on the foundation of CBS,theory of reliability,statistics,econometrics and technical economics, the interest rate and inflation rate is also introduce into the model to build the dynamic LCC model, which can fit the practical situation well. At last the stability of LCC model is studied by sensitivity analysis. Secondly,in the process of appraising the efficiency of electric power equipment, the ADC method is introduced into the appraising model, considering the comparability of reliability,procurement cost and punishment cost between weapon system and electric power equipment, The ADC model and the steps of calculation of electric power equipment is showed in this paper, Thirdly, the total cost index and social index are integrated into the model, and the final comprehensive evaluation model of electric power equipment based on LCC and ADC is build after normalization and weighted by AHP, which can be used to appraise the candidate equipments from the angles of cost,efficiency and social benefit. At last, a study case is given to demonstrate the steps of traditional bidding evaluation method and the method based LCC and ADC. After the comparative analysis of the two kinds of methods, the conclusion is as follows: The decision result may change if the decision life and time value of capital is considered, so they must be paid attention to in the process of bidding evaluation, The enterprise may be trapped by"Iceberg Effect"by traditional evaluation method, the long-term efficiency can be reflected by the evaluation method of LCC, so the later method can help enterprise to keep comprehensive advantages of cost and efficiency in the medium/long term decision and market contest.
