The Application Of The Whole Process Management In The Power Transmission Project Of Cost Control

The Power transmission project is the national key investment items, as the objective system has always stressed the social benefit but not the economic benefit, resulting the controlling of the power transmission projects'costs are relatively weak. With the further deepening of the reform of electricity, it is necessary to carry out measures on the power transmission project cost control. For a long time, the whole process services of China's power transmission project are in charge by the department of investment, design, construction, price and other departments. There is no responsibility to control the cost of the unification body. It results the cost difficult to control. This paper using the concept of the whole process cost control, respectively according to the decision-making phase, design phase, construction phase, completion phases, point out the existing problems and the accordingly solutions, and the application of technical and economic measures.
