In view of problems in real estate industry,such as excessively high housing prices,overheating momentum and structural abnormality,the government comprehensively upgraded its control policies in 2017,and "House is for living,not for speculation" became the normal policy.With the intensive introduction of real estate regulation policies in the first and second tier cities,major housing enterprises have been under great pressure,especially PL company.PL's revenue grew negatively in 2017,and its share price nearly stopped.The main reasons for this phenomenon are the land price increase in the first and second-tier cities and the high development cost of PL company's projects.Therefore,it is the only choice for PL company to control the development cost of the enterprise under the background of " House is for living,not for speculation " against the state price limit and sales limit.Based on the real estate cost control theory,this paper tries to use a variety of mathematical analysis tools and model simulation methods,including fuzzy synthesis method,system dynamics,earned value method,etc.,to analyze the status quo,problems and causes of cost control of PL company,and puts forward the cost control strategy suggestions suitable for PL company.First of all,this paper analyzes the " House is for living,not for speculation " policy environment,and its actual effect on PL company,such as "the land cost increasing,increase and the money collecting speed to reduce the cost of financing",etc.,summarizes the PL company's existing cost control system and cost control.Next,the paper through the case study JDW02 plot,analyze the PL company in cost control of the decision-making stage,design stage and construction stage of existence prominent question,combed the mechanism of the specific cause of these problems,and points out the “lack of awareness of target cost control "," lack of standardization in project implementation","lack of emphasis on pre-project cost control planning","lack of responsibility incentive mechanism" is the main cause of a variety of typical cost control problems.Based on the analysis of the above reasons,this paper uses the fuzzy comprehensive method to explore the important influencing factors of cost control of PL project,and concludes that government regulation policy,local development level,enterprise standardization degree and cost target control awareness are important influencing factors of cost control.In order to carry out simulation verification,the system dynamics method is adopted to simulate various cost changes in the real estate development process.Through sensitivity analysis,this paper finds that the improvement of three parameters,"enterprise standardization,target cost awareness and enterprise incentive means",can greatly reduce the project cost expenditure.Finally,by combining the actual data of the DL project of PL company with case verification,the earned value method is adopted to analyze and compare the changes of the cost in the second and first phases of the project,and it is found that the aforementioned "target cost awareness,enterprise standardization and incentive means" have a remarkable effect on cost control.Aiming at the cost control points of these three aspects,this paper proposes the cost control Suggestions suitable for PL company,namely,"establish the consciousness of total employee target cost control,promote enterprise standardized operations,and establish partnership system".
