A Study On Issue And Countermeasure Of Fishery Finance Supporting Fishery Economy

The agriculture is the foundation of the economy. The fishery is an indivisible part of the agriculture, so the status of fishery is important increasingly in rural economy and country society. The development of fishery economy relies on the support of the fishery finance. However, whether is the present fishery finance system perfect? Whether does the development of fishery finance impel the progress of fishery economy? These problems become the focuses in society.This thesis takes fishery finance as the main research object based on agriculture financing theory, country finance market theory and inadequate competition market theory. Firstly, the thesis analyses fishery finance serving system from the supply and demand, then indicate fishery finance development exists some problems: the contradiction between the supply and demand; imperfect legal system; duality in system and imperfect supply system. Since the present fishery finance system has many problems, whether does the development of fishery finance impel the progress of fishery economy? This thesis analyses the relationship between fishery finance and fishery economy development. The analysis indicates that the fishery finance did not impel the development of the fishery economy.Formal financial institutions shrink their fishery business scope; informal financial institutions abnormally grow up; fishery enterprises and fishermen have a great deal financial need which can't be satisfied. All the financial institutions engage in the financial activities according to the maximization of profit, so the development of fishery finance faces many difficulties. This thesis proposes the path choice of fishery finance based on demand body in order to satisfy the financial demand. The realization of the above aim depends on the good development of fishery finance serve system.The experience that foreign countries succeeded in fishery financial system should be studied. In this article, the successful experiences of fishery financial system held in Japan and Taiwan Province of our country have been discussed, and this gives us a revelation that: set up special fishery financial institute; found credit guarantee and insurance system in fishery field; increase the financial allocation; expand the support of commercial finance; lead the normal development of informal finance. Therefore, to promote fishery finance development and make it serve fishery economy, this paper points out that fishery financial demand is the direction and fishery financial diversification is the target. The basic measures include: perfect fishery finance lawmaking; reinforce fishery credit system; induct and support fishery informal finance; develop fishery capital market; expand fishery insurance, also, practice fishery loan risk fund system; set up guarantee system; develop fishery affiance and leasehold; attract foreign capital.This thesis has the following innovations: (1) Innovation on viewpoint. Fishery finance belongs to rural finance, generally the scholar research rural finance as a whole. Few people study fishery finance. The paper selects the fishery field which has lots of risk and studies fishery finance system according to the fishery Characteristic. (2) Innovation on content. The paper makes the demand body into three parts, namely, self-supporting body, management body, market body and supporting body. Then the article proposes the path choice of fishery finance. Informal finance services self-supporting body. Rural credit cooperatives works for management body. Commercial back finances market body. Policy finance helps supporting body.Moreover, due to the limited possession of theory and documents, this thesis still has defects, which will inspire the author to explore more on the study in future.
