Financial industry is the core of modern economy. A country must be powerful at finance if it wants to have a say in the current world economy pattern. Owing an international financial center is the indication of a powerful country of finance. As the largest developing country and the third largest economy in the world, China need an international financial center which is supported by the fast growing economy urgently in order to boost the sustainable development of economy and to have a say in the world economy pattern. As Shanghai is the most powerful and potential domestic city at economy, foreign trade, shipping transportation and finance, it has become a national strategy to build Shanghai into an international financial center. The current global financial crisis will lead to the transformation of the pattern of international financial centers for sure. It has lots of practical significance to make analysis on the construction of Shanghai international financial center under this special background.This article starts from the condition and mode of the formation of international financial centers. The first three chapters analyze the condition and introduce the two modes of the formation of international financial centers and emphasize on the formation and development of the four sophisticated international financial centers in the world. At last the eyolution and current situation of international financial centers pattern is introduced. In the fourth chapter, this article analyzes the feasibility of building Shanghai into an international financial center. Then by building an indicator system and using Main Component Analysis, this article discovers that currently, Shanghai is still a domestic financial center. Based on that, this article analyzes the current problems exist in the construction of Shanghai financial center further. The fifth chapter of this article analyzes the objective orientation and pass and mode selection of building Shanghai into an international financial center. This chapter suggests that Shanghai should become an international financial center which is characterized by RMB product center step by step and serve for China to become a powerful country of economic. Government dominant mode should be adapted. Combining the impact of the current global financial crisis on the pattern of international financial centers; this article presents some political advice on the construction of Shanghai international financial center.
