Small and Medium Enterprises(SMEs) play an important role in society and economy of Gansu Province.But SMEs constrained by many factors in the develop process, therefore,external regulation and support is necessary in develop process of SMEs.First of all, researched the theory about government functions in SMEs development at home and abroad,besides,investigated the market situation of Gansu Province.Furthermore,through both theory and market to prove the imperative of Gansu Government play a role in the development of SMEs.Secondly, analysis the develop history of SMEs in Gansu Province,and combined with the theory about market regulation and government intervention,try to analyze extent and manner of Gansu Government intervene local SMEs in the future.Thirdly,according to the data from statistics to analysis the development of SMEs in Gansu Province nowadays.And then,give a conclusion: both at the present and in the future, the government role is essential in development of Gansu SMEs.But in the future, the government functions should be a moderate transformation.Suggested that government should play a role in service system construction for SMEs,small and medium-sized industrial cluster and basic facilities construction.Finally, in light of the actual market environment and the present situation of SMEs in Gansu Province to discuss the manner and the field of government functions transformation.The recommendations of transformation of government functions about SMEs development in Gansu Province, mainly concentrated in the shift from micro-management to macro-guidance, from the administration to the market,deepen the social services system and so on.
