A Research On Problems And Countermeasures Of Attracting Investment Of Wuxi County Government In Chongqing

Attracting investment is the lifeline of economic work and the source of investment,the success or failure of local government’s attracting investment plays a vital role in the development of a place.Since the establishment of the Special Economic Zone in 1979,China adopts various ways to invite in foreign businessmen and projects,and to introduce a large number of foreign funds,which promotes the rapid development of our social economy.After years of development,the pattern of attracting investment has changed greatly.It still needs joint efforts to improve the ability of local government to attract investment.Wuxi County,located in the northeast of Chongqing City,is an important gateway to the reform and opening-up of the Chongqing-shanxi-hubei-sichuan border region,the present is a critical period for the green rise of Wuxi County,for local governments in underdeveloped areas like Wuxi County,in order to achieve rapid economic development in a short period of time,investment must be introduced into the source of fresh water,adjust the economic structure,enhance the competitiveness of the city.This paper takes the Wuxi County Government of Chongqing City as a case study,on the basis of defining,combing and reviewing relevant concepts,domestic and foreign research status and basic theories,combined with the theory of government intervention,in-depth analysis of the Wuxi County Government investment work,summarized the main practices of the government of Wuxi County in attracting investment,at the same time combined with my work,using interview method,to conduct interviews with the heads of relevant departments in Wuxi County and surrounding counties and the heads of enterprises and projects visited or introduced by Wuxi County,to understand the main problems in the current work of attracting investment,Mainly in these areas,First,the organization and leadership are not enough,and the system and mechanism are not perfect,Second,the direction of investment is unclear,the quality of the promotion project is low,Third,improve the relevant policies,optimize investment services,Fourth,the effectiveness of the team is insufficient,low proportion of ground-based start-up.Then,it makes a comprehensive analysis of the causes of these problems from the aspects of functional orientation,ideological understanding,top-level design and professional training,Finally,on the basis of distilling and drawing lessons from the advanced management experience of the three regions,find out the countermeasures to improve the effect of attracting investment of Wuxi County Government.The main task is to understand the function of the government in the work of investment promotion,focus on policymaking,resource Macroeconomic regulation and control and service regulation,master the three roles of “Manager” “Server” “Guide” three roles.Specifically,First,improve ideological awareness and strengthen organizational leadership;Second,clear investment orientation,develop advantage projects,Third,infrastructure improvements,optimize the investment environment,Fourth,improve the professional ability of the team,promote production on the ground.These countermeasures hope to provide some feasible ideas in theory and practice for the government of Wuxi County to improve the effect of attracting investment.
