Since the China's reform and opening-up,our economy has had a rapid growth. The Chinese level of industrialization is continuously improved and the international competitiveness is obviously enhanced. With the growth of economy, China's trade surplus has experienced the process from little to more. Especially the recent years, our country's foreign trade is developing quickly. The amount of export and import can always refresh a new record. So the problem of the large trade surplus amount has become a hot focus all over the world and trade frictions among China and many other countries are also more and more serious. All the problems become the obstacles for China to develop the foreign trade. Therefore, it is the most important thing for China that how to effectively resolve the trade surplus problem at present.After the world warⅡ,Japan established the strategy of"Trade-supported"so that the Japanese foreign trade developed repidly and Japan became the second large economic power in the world which is only after the USA. The Japanese trade surplus is kept for a long period. For instance, the Japanese economy begin to grow quickly from the 1950s. The trade surplus was realized in 1965 and increased gradually except a few years(that's because the oil crisis.). In 1978, Japanese trade surplus reached to 18200 million dollars and was 64 times compard to that in 1965. The trade surplus amount was 10.2 percent to the total export-import amount in 1978. In 1990s, the Japanese trade surplus was generally more than 100000 million dollars. In 2005, the amount reached to 79680 million dollars. There are the same points between China and Japan on the reasons of long time trade surplus. Also, many differences are existed. It is essential to study the similarities and the differences on the long time trade surplus in China and Japan under the situation that the world economy is developing slower and the risks are increasing. The study is essential for China.The paper is divided into 6 parts. The introduction part is about the background, the meaning, the main methods and the innovation points and the drawbacks of the paper. The first part mainly analyzes the title from the theory angle, comprising the foreign-trade multiplier theory, the strategic foreign trade policy theory and the surpassing strategy. The second part is mainly about the duratives and characteristics of the trade surplys in China and Japan. The third part mainly studies the causes and similarities of the long time trade surplus in China and Japan, comprising the export-guided strategy, the hign investing rate and the slow inner demand increase. The forth part chiefly analyzes the differences of the causes which comprise the industrial optimizing-upgrading frequency, the property of the processing trade, the composing of the main trade bodies, the outer restrictive condition and the functions of the FDI. This part also educes some related conclusions. The last part is used for summarizing the experiences, the lessons and the revelations from Japan.
