With the deterioration of international economy and the fast pace of globalization of world economy, enterprises will face fierce market competitions. The main fundamental of contemporary product competition is quality and pricing. On top of price competitions, the main thing is cost competition and the cost of human resource is the important factor of the main component. Under this background, the cost of human resource factor will increasingly be of greater importance in most of enterprises and how to effectively placing control on the cost of human resource will be the main path of increase competition among enterprises .This article discusses both control system and control method of human resource cost in Kang Yuan company .Firstly, the text defines the concept related to the contol of human resource cost, and then builds up a three-level control system of human resource cost of Kang Yuan company .After that , the contol analysis to the human resource cost of Kang Yuan company will be carried on .At the end , the text puts up control control measures for the human resources cost of Kang Yuan company and evalues the effect of the measures .After research , it is found that the human resource cost of Kang Yuan company should be controlled together with the department control ,the whole comprehensive control in flexibility and the deviation control in comparison to other enterprises in the same industry .With the control measures going on , it is necessary that the control result should be evalued in time and be feed backed ,in order to check the result of control and develop the control method further.
