With the rapid development of mobile communication, machine room, and equipment category, it is a flinty test that how to meet the requirement of Beijing Mobile power and environment supervision system according to the request of China Mobile.For the localization of China present project management, it has generally problems of schedule, cost and quality. Beijing Mobile power and environment supervision project also has these problems. The author of this article exerted management tool on Beijing Mobile power and environment supervision project. According to the analysis of project, the manager can solve the problems.At the factor of schedule control, the manager can use critical path method (CPM), a tool of schedule control. To use this method found the critical work, the manager can control the schedule of project and ensure to achieve the project on time. The construction project management is an important method of project schedule control. It is also a main measure of ensuring the construction project on schedule, adjusting resources logically, saving the project cost. To control the construction project schedule is to control the schedule of entire project effectively. The author described the method, theory and factor of schedule control.At the factor of cost control, the manager exercised earned value analysis (EVA). Base on the actual data, the manager protracted the curve of earned value. The curve reflected the level of project management. To analyze the earned value curve, the manager found the lack of the project. The author proposed the suggestion on how to control the project cost.At the factor of quality control, the manager used Pareto analysis and fishbone diagrams. The manager found the major conflict to analyze the methods. The author analyzed the characteristic, principle and process of construction project. The author proposed the advice of quality control to construction project.Schedule, cost and quality are aims of construction project management. Schedule is about the time and order of working procedure. To control cost is based on the project budget. The project budget is the count of project quantities. To control quality is based on the quality monitoring and managing system.The project schedule, cost and quality had close communications. For faster schedule, there will be more cost, and the quality of project will not be ensured. For the quality, there will be reined up the schedule, and the cost will be increased. If the project has limited cost, the schedule and quality will ensure hard. To manage the aims of project is according to different standard. The author of this article created mathematical models to tradeoff the schedule, cost and quality.Based on the actual circumstance to use the theory of project management, the author analyzed the schedule control, cost control and quality control of Beijing Mobile power and environment supervision project. It will be effective to process the supervision project.
