China is now the second largest greenhouse gas emissions States, faced with the enormous pressure on emission reduction requirements of the international community. At the same time, resources and energy security has become a problem restricting China's economic development. Therefore, the "17th National People's Congress" indicate that "Thoroughly Applying the Scientific Outlook on Development", changing the extensive economic mode into intensive economic mode, "Strengthening resource-conserving and protection of ecological environment, strengthening the ability of sustainable development". As a capital hub, the commercial banks must make adjustment in management. Unifying the economic and social duty to promote ecological civilization construction. Based on this premise, the commercial banks must construct an effective Green Credit Mechanism quickly to cut off the sources of funding in high-energy consuming and high polluting industries with blind expansion and disorderly development, which will make our economy and society develop in a sustainable way.The paper first clarifies the concept of "Green Credit and The Equator Principles" , then analyzes the importance of implementating Green Credit Mechanism in China . Second, with analysis of using status of Green Credit Mechanism in polluting sectors (manufacturing, energy) and environment-friendly industries(intravenous industries), it shows the problem the commercial banks need to confront now. Third, on the basis of learning from experience of developed countries in using Green Credit Mechanism, the paper gives practical recommendations and strategies to the commercial banks for the implementation of Green Credit Mechanism.The study shows that: On the one hand, on the basis of the Equator Principles, the financial institutions and commercial banks promulgate its own lending guidelines and set up the new industry standard and corresponding department from the perspective of environment and social responsibility. Such as Industrial and Commercial Bank of China took the lead out "Documents about promoting the construction of Green Credit" and proposed the system of "one vote to reject " etc. On the other hand, as driven by commercial interests and the factors of information technolgy and system, the loan of China's commercial banks to "high energy consuming and high polluting industry" has not been effectively curbed. In addition, the environmental industry also need financial support of commercial banks because of constraints from funding bottleneck. Therefore, how to achieve benefit-sharing of commercial banks, polluting and the environmental protection industry, also combined with the specific conditions in our country , giving effective and feasible recommendations are questions to be addressed in the paper.With the extent to development of the domestic and international financial industry's interdependence and mutual influence gradually deepened today, in the face of the requirements of transition in China's economy from "extensive mode" to "intensive mode" , from the successful experience of the international mainstream commercial banks, according to the macro request of the "17th National People's Congress" and the inherent requirement of implementating Green Credit Mechanism, except of implementation of green environmental protection publicity and banking environment duty education from the awareness field, China's commercial banks should be further to build the basic framework from the system level and improve the green credit incentive and restraint mechanisms, and gradually create a favorable environment for the implementation of Green Credit Mechanism. In addition, we can also learn from developed countries such as Germany to creat a eco-bank and issue green financial bonds, set up a special green credit fund to promote the Credit Credit Mechanism construction of China's commercial banks.
