On Inquiring Into Effective Measures Of How To Reduce The Disparities Of Residents' Income Between Town And Country

Since the reform and opening up, along with the deep reform in the economic structure between city and countryside and the establishment of market-economy structure, the urban and rural economy has been developing rapidly and the residents'living standards also went up remarkably as well. But in the meantime we should also recognize that there appeared a series of problems in the social income distribution. Income disparity especially the increasing expansion of the urban and rural income disparity has already been an unavoidable realistic problem in current society. Over expanded urban-rural income disparity will affect many aspects: the reform to carry on smoothly or not, the further development of economy, the stability of society and people's moral as well. Consequently, the overall studying of our current urban and rural residents'income disparity conditions and exploring the cause result in this phenomenon profoundly and proposing ways to solve the problem has a great practical significance to formulate and implement the Party and the governments at all levers'policies and improve our economy's health development and ensure social stability and construct the new countryside and build a socialist harmonious society.The author expounds the problem about the urban-rural income disparity in four chapters. In the first chapter, the author analyses the present condition of the urban-rural income disparity and its round and influence. In the second chapter, the author analyses the reasons for the urban-rural income disparity which is enlarged gradually, and thinks that the insufficient"Deregulation"is the main reason for the urban-rural income disparity. In the third chapter, the author compares and analyses the ways to reduce the urban-rural income disparity, and thinks that the urbanization doesn't play a remarkable role in reducing the disparity, and"to give more"may solve peasants'temporary problems, but it can not provide peasants with the enduring effective mechanism which can increase their income, and although"to take little"can build up peasants'enthusiasm of cultivating grain, it produces little effect to reduce the urban-rural income disparity. In the fourth chapter, the author analyses the measures to reduce the urban-rural income disparity mainly, and studies the measures which are placed in the aspect of"deregulation"on the base of summarizing former researches. The measures include these which are relaxing the peasants who are the subject of rural social life and land and houses which are the essential factors of rural production and rural household register and the social security system and the system of financing, and so no, which will develop the rural economy healthily.The efforts which are made by governments at all levels and the sincere cooperation of people and the implementation of the effective polices and measures can give us great confidence, so we can definitely solve the difficult problem which is the income disparity between town and country ,and control the disparity, and avoid its bad influence on our society and economy, and construct a glorious society in which the town and country are overall developing and people's living standard is rising steady and the relationship between the urban and rural residents are harmonious under the leadership of the Communist Party of China.
