Research On The Reform Of The Operating Mechanism Of The Universal Postal Service In Hunan Province

With the increasing deepening of the reform and opening, the rapid development ofthe market economy in our country, and the serious international challenges of joiningin WTO, more and more factors restrict the development of postal industry, and the callfor postal mercerization is becoming stronger which urgently requires to establish arational effective operating mechanism to deepen the reform. The reform of theUniversal Postal Service (UPS) is a systematic engineering involving all aspects of oureconomical affairs, and it is crucial to set up an effective operating mechanism. Only asound mechanism can effectively prevent and solve the loss caused by UPS, improvethe service efficiency, and meet the need of the market. As a key in the reform, theestablishment of the operating decisions and management becomes more urgent. In fact,the reform of the operating mechanism is directly related to success of the postal reform.This thesis focuses on issues on the operating mechanism in the development of theUPS process, and its major work is as follows:The meaning of UPS and relevant theories are illustrated, and through analyzingthe operating status of UPS in our country, two major choke points restricting capitaland efficiency of UPS are pointed out.Based on analysis on causes, the reference to the postal service reform and UPSoperating experiences abroad, the developing trend of UPS is summarized andcorresponding suggestions on the reform of the operating mechanism in UPS areproposed. The details is that, the postal services should be implemented according todifferent stages or regions, expenses should be set taking costs into consideration, areasonable cost compensation mechanism should be established, the fund of UPSshould be set up, effective operating should be strengthened, and guarantee shoulddepend on policies and laws, etc.Finally, a typical case i.e. the reform of postal operating mechanism in Hunan, isanalyzed using SWOT, and the necessity of innovation in the postal operating as well asbasic principles and innovative elements are illustrated based on the implementation ofUPS. And then, through the discussion on innovations of operating systems, operatingservices, operating management and techniques, approaches of postal operatinginnovation in Hunan are explored, to provide a reference to improve the operating andservice capabilities of UPS in our country.In the scientific, practical and operable view, the thesis explores an innovativemechanism for postal business that is suitable for the development of UPS, for thepurpose of further analyzing and solving common problems in the development of UPS,to improve the postal operating capability and core postal competitiveness, as well aspromote the positive development of the postal service industry.
