| "Thirteenth five-year planning period" is a decisive period of our country to build a well-off society in an all-round way.The party and state leaders attach great importance to China’s economic and social comprehensive development of this stage.They propose to adhere the people as the main body,adhere development for the people,rely on the people,and share development achievements to all the people.In addition,they put forward to increase the supply of public service ability,improve the level of public service ability and the sharing level.As an important component part of China’s public service,universal postal service is closely related to people’s life,and has important influences to guarantee and achieve our citizens’ basic communication rights.Under the new era and new situation,it will also want to respond to the nation’s demand to enhance the capacity of the service supply,then to provide superior quality and satisfaction service for all the people as much as possible.After the separation of government and enterprise in 2007,postal enterprises officially entrusted by the government began to take the responsibility of providing universal postal service to every citizen all over the country.However,with the continuous development of economics and society and the higher degree of marketization,postal enterprises on the one hand put profit maximization as the management goal when facing the fierce market competition,on the other hand when they undertake the universal service obligation,they have to put social benefit maximization as their goal.As there is inevitable contradiction between two goals,enterprises are lacking of the power to development,which restricted the quality and level of postal enterprises serve for the people’s livelihood and the sustainable development of the industry on a large extent,even threats the national communication security on a certain extent.Therefore,"the postal service development of twelfth five-year plan" has mentioned to establish a long-term mechanism to guarantee universal service level.One of the regulation measures is to establish a comprehensive evaluation system of universal postal service,which can give a comprehensive evaluation assessment of the quality and service level,the using effect of the infrastructure construction fund,the usage of he fiscal subsidy funds etc...In this paper,we make a performance evaluation to universal postal services provided by the postal enterprise in order to response to the above provision,hoping it can help enterprises to improve service quality and levels,thus providing the satisfaction universal postal service and promoting the process of the basic public services equally.In the process of the study of universal postal service performance evaluation mechanism,we have done the following main work in this paper:First,this paper analyzed the related theory of universal postal service in detail.Then clearly know about the characteristics and requirements of performance evaluation of universal postal service,so as to select a suitable performance evaluation method to ensure the evaluation scientifically and effectively.Second,this paper established universal postal service performance evaluation index system from the perspective of public satisfaction,combining with the characteristics and development goals of the universal postal service.Also we carried on the detailed instructions in this part.Third,this paper selected AHP fuzzy comprehensive evaluation method,basing on the advantages of comprehensive analytic hierarchy process(AHP)and fuzzy comprehensive evaluation(FCE).In it,we mainly used the analytic hierarchy process to distribute the weight of the influence factors of universal postal service performance levels,then evaluate the performance level of universal postal service by multistage fuzzy comprehensive evaluation model of fuzzy comprehensive evaluation.Finally we put forward to the corresponding countermeasures and suggestions according to the results of the calculation. |
