Research On Relationship Between Sustainable Development Of Dujiangyan Water Conservancy And Economic And Social Development Of Chengdu Plain

In all ages, the social and economic development and the civilized progress of Chengdu Plain have the strong relationship with the water ecologic changes of Dujiangyan. The sustainable development of Dujiangyan plays an important effect on the social and economic development of Chengdu Plain. Chengdu Plain is formed by water and the ancient Shu civilization arose from water, and the prosperity of"the land of abundance"is because of water. Dujiangyan is the lifeline of Chengdu City and provides the guarantee for the agriculture irrigation of Chengdu Plain and ensures the water for industry and life in the urban. Moreover, when entering into the new century, as the progress of industrialization and the urbanization of Chengdu City is constantly sped up, it is more necessary for Dujiangyan Water Conservancy engineering to provide the more stable service and guarantee in food control, water supply, power generation and ecology.Based on field survey on the water resources and social economy and population and environment of Dujiangyan Water Conservancy, and by analyzing the all the kind of the existed and investigated data, information and literature, the theme makes the comprehensive assessment on the Dujiangyan Water Conservancy Engineering. And based on systematically analyzing the relationship between ecology environment change of Dujiangyan water resources and social development of Chengdu Plain, it researches the relationship between the ecological environment of water resources and the social development of human being. The relationship is the one which effects and restricts each other. On the one hand, the economic and social development cannot be divided from the support and guarantee of water resources ecology environment, and it needs the water conservancy engineering to play the effect of making prosperity of water conservancy and getting rid of water disaster, and provides the service and guarantee for the water supply, power generation, flood control and ecology. On the other hand, the economic and social development also should take the carrying capability of ecologic environment of water resources into account; and it should make the industry arrangement based on the carrying capability, and change the way of economy growth, and to make the coordination among resources, ecological environment and economic and social development and the population growth to ensure the harmony between water and human being and guarantee the sustainable development of society and economy. On the base, the countermeasure thinking that the sustainable development of Dujiuangyan Water Conservancy and economy and society in Chengdu Plain is presented. That is, taking the view of scientific development and sustainable development theory as the guide, and overall planning of the social and economic development, and resources environment protection and the development and utilization of water resources, and optimization and allocation of resources, and to improving the carrying capability of water resources, ecology and environment, and to make the unity of development of society and economy and development and utilization of water resources, and to make the unity of engineering construction and resources management, and make the unity of social efficiency, economic efficiency and ecologic efficiency.This thesis is also concerned in the philosophy thinking about the relationship between water conservancy practice and development of economy and society. It presents the concept of water conservancy productive forces and proposition of sustainable development of water conservancy productive forces. It is required to make the systematic and deep research on water resources of Minjiang River, Dujiangyan Water Conservancy, and Dujiangyan irrigated area (especially Chengdu Plain), economic and social development of Chengdu city, population growth, and the internal relationship among the factors of water conservancy productive forces such as the organizer of water conservancy practice, participators and beneficiaries. At the same time, the problem that the sustainable development of water conservancy productive forces should be researched on the theory of the system and sustainable development theory. The relation between water and human being should be made the deep research on and the idea that the harmony between human being and water should be gradually established, and the long effective mode and mechanism of the harmony among the economy, society, population and resources and environment and ecology should be established to realize the sustainable development of water conservancy productive forces in deed.
