The Study Of The Policy On Industry's Compensating For Prairie Animal Husbandry In Inner Mongolia Autonomous Region

The study of the policy on industry's compensating for prairie animal husbandry is crucial to "three questions related to husbandry", the prairie ecological building, the construction of environment- friendly, harmonious and new pastoral area, and comprehensive construction well-off society. Because the coverage is broad, and comprehensive research is complex and difficult, the study of the policy on industry's compensating for prairie husbandry in Inner Mongolia Autonomous Region stays in the basic and exploring stage. This research is based on Marxism about agriculture and the relation between industry and agriculture, and the theory of development economics, the finance, and the welfare economics. Based on the practice of industry's compensating for prairie husbandry, by using techniques of empirical analysis , the comparative analysis and conclusive analysis, investigating on the spot, the author proposes the realizing mechanism, ways and suggestion of industry's compensating for prairie Animal husbandry, for the purpose of providing thepolicy-making evidence to the government.This study starts from the theory and the practice on industry's compensating for agriculture home and abroad. By analyzing the national important economic status of Inner Mongolian animal husbandry and even the positive and negative effect on the prairie husbandry development brought by the policy transformation, and historical lesson and the enlightenment of the prairie ecological environment worsening by reclaiming wasteland, and on the foundation of analyzing the necessity and possibility of industry's compensating for prairie husbandry , the author has discovered the imbalanced and backward situation in Inner Mongolian prairie animal husbandry development, the existing question in the development and misunderstanding in the policy of industry's compensating for prairie husbandry.On the foundation of above research, the author has proposed the realizing mechanism of industry's compensating for prairie animal husbandry , the approach to industry's compensating for prairie animal husbandry and suggestion of industry's compensating for prairie animal husbandry, namely, the full-scale development of husbandry and economy of the pastoral area economy, enhancing the synthesis productivity, the construction of husbandry's modernization, expanding the source and the mechanism of income, ensuring the herdsmen's income growing effectively, strengthening infrastructure in the pastoral area, implementing the policy of direct grants, arousing herdsmen's enthusiasm, establishing mechanism of the ecological migration, strengthening technology training in the pastoral area and the construction of the husbandry science and technology services, further perfecting financial system, providing the powerful safeguard for the socialism construction in new pastoral area.
