A Research On The Application Of ERP's Main Managerial Concept In Construction Of Taxation E-government System

The theme of this paper is to probe the construction of taxation E- Government system of in China. As the main form of government information turn, E-government is not only the outcome of globalization and information turn development, but also the inner demand and the technique motive that government administration to reform with. The establishing and development of E-government famishes the powerful technique support for the government administration in science and modernization and plays an important role in the socio-political life.Because of the limits based on historical condition and the level of understanding, there are some problems now in the construction of taxation E-government of in China, especially the lack of comprehensive plans of the construction of taxation E-government. Therefore, the construction concept is the key. ERP, which is widely used in major corporations in the process of informationizing, can be a great use for reference in construction of taxation E-government system, concerning its advanced managerial concept and wide application.The main function of EPR is sound collocation of resources, which could achieve efficiency maximum. The core of managerial concept includes: system innovation, the management of supply chain, flow reforger, work flow, process control, management of relationship with customer, decision-making support system. It's necessary that the concept of ERP be adopted in the construction of taxation E-government; it's also the demand in the process of function change of Tax administration, sound collocation of resources, the change from the extensive management to the intensive management, and the international environment. It's feasible to adopt the ERP concept, which is an internationally mature practice to adopt the scientific management of private sector for public sector. Meanwhile, on our country, it's the time to adopt advanced managerial concept based on solid manpower and material resources, the financial support of our government and superior qualification. The application of ERP's main managerial concept goes into five aspects: the guiding ideology of legality, sound collocation of manpower resources, information, and government cooperation, the innovation of system through flow reforger, process control by work flow, the ERP's concept of management in relationship with customers. These managerial concept consist the comprehensive thinking about our system construction of our taxation E-government.According to the comprehensive thinking, the construction of our taxation E-government system could be concretely planned and designed. This paper divides the system into three subsystems—the open platform of taxpaying services, taxation process system, decision-making support system, and four databases—the database of corporative tax, database of personal tax, the database of management in tax risk and the database of tax regulation. The taxation E-government system including three subsystems and four databases , would improve the taxation environment of China and the taxpaying services and tax administration level.
