Research On The Problems And Approaches Of Deepening Taxpaying Services Of The National Tax Bureau Of Meishan City

Deepening the service-oriented government construction in local government puts forward the new requirements for taxpaying services. The tax authorities is an important functional departments of the government’s economic management as well as a vital sector of the service-oriented government, on behalf of the government to perform the tax management. It not only shoulders the important responsibility in the construction of a service-oriented government and improving government public service system, but also must improve and perfect their own management and service mode, build a service-oriented tax authorities in accordance with the requirements of building the service-oriented government. Deepening taxpaying services is the internal requirement of transforming governmental functions, the important contents of developing service science and building a harmonious tax revenue, and the core business of the tax administration.In this paper, on the basis of the taxpaying service of National Tax Bureau of Meishan City, the author collects the taxpayer’s demand, deeply analyzing the current status and the existing problems, including the thought idea, system, comprehensive security level etc. through combining the method of theoretical analysis and empirical analysis, literature research and empirical research. The paper tries to analyze the existing problems and obstacles in the process of deepening the taxpaying services, and based on this, advance the measures and suggestions to deepening tax service work, including further promoting the concept shift from management to the service, building integrated tax service system, improving the personnel quality and ability, strengthening the system construction and the standardization construction, optimizing tax service process, upgrading the tax service information construction, improving the supervision of tax service incentives, etc. The purpose of this paper is to guide the practical work, so the emphasis is reflecting the situation and problems of Meishan IRS taxpaying services work by the data analysis, theory research, investigation, comparative research methods and so on, so that achieve the goal of improving and upgrading the taxpaying services.
