The Application And Enlightenment Gets From Using E-government's At The County Level Work Of Incremental Economic

E-government is a government reform movement that is driven by information technology, and it is an irreversible and evolving process. "The implementation of e-government" is becoming the practice subject of all levels of government and department. Today's economic and social development are facing unprecedented opportunities and challenges, and it is imminent for us to find out how to use e-government to improve the investment environment, to enhance the transparency of government work, to improve the standard of government services and to establish the positive interaction mechanisms between Government and the public.The foundation status of county government and county economy are becoming increasingly prominent at China's economic and social development. Analyze from our country's organizational structure, county government is the most grass-roots government, but also the political basis, economic foundation and social infrastructure for stable development of its higher levels of government. County economy is the real economy, and its economy composition are the basic economy that produced from region production combining with business and individuals, so it is entities and primitive; county economies is livelihood economic which is directly closed to people's production and living; county economy are agriculture, rural areas and farmers economy, agricultural modernization development, increasing peasant income and Modernization of building new countryside. all of those need strong support from the county economy.In order to achieve the healthy, rapid and sustainable development of the county economy, it is necessary to break the original county economic development model, and put it into the global tide of economic development, to get power for development, to develop its own strength. However, compared the county economy with their region economic, it has relative single model for economic development, and the level of development has lagged behind, lacking of funds and personnel support, so, to achieve the county's economic development, the important way is to make use of external forces, through opening up and investment to get power into the region's economic development, to achieve continuous development of the incremental economy. And to achieve this purpose, it is necessary to intensify the regional and domestic economic and social information sharing and interaction, but at the county level, under conditions that lack of financial and material resources, and high cost for investment, the important way is to develop means of electron government, using e-government's features which is low-cost, efficient, paperless, global and so on.Based on the above understanding, through the perspective of county government, this thesis take speeding up county incremental economic construction as the entry point, combined the introduction of e-government with county government developing incremental economic, analyze the current status of e-government development, as well as the degree of scale and the existence of problem of using e-government at the county level, further elaborated that during incremental economic construction in the government at the county level, the important ways and means of using e-government. Take Jiaonan as an example, and combined with investment practice, with specific examples to show the readers the specific practices and applications of e-government during process of the attracting foreign investors and incremental economic development, and has made useful explorations to narrow the distance of development between village and regional center, enhance the quality of cadres as well as optimize the government's work flow. I hope to attract more scholars to give attention and study e-government, to find its effect and development trend in promoting incremental economic development.
