The construction of the Customs human resource is a system project, and the most important is the competence construction. But the level of the theory research is only in the primary stage, still limited in traditional personnel administration public regulation for a long time. Because of lack of long-term design and modern human management theory, the defaults of the old structure are gradually revealed. A new model of human resource management is more necessary than ever for the huge growth of imports and exports. Capacity-oriented management, which was successfully applied in many huge companies, represents the direction of human resource development. It is the new stage of the development of human resource theory. In this dissertation the situation of China Customers human resource was researched, especially take Qingdao Customers as a example, some defaults of the current human management are revealed. Based on the capacity-oriented management theory, we analysis the supply and demand relationship of competence, and establish a new model of human resource management, which develop the capacity-oriented management theory applied in China Customers.1. Make sure all member match the competence demand of the position. Improve the fluent floating of human resource to make the right person in the right position.2. Evaluate the situation of Customers' human resource, and find a solution to resolve the exist problems.3. According to capacity-oriented management theory, we establish a construction which was made up by six mechanisms to adapt the situation of Customs.
