Gansu is an agricultural province having poor economic foundations, the slow development of social undertakings in rural areas, and the supply of public goods in rural areas is lagging behind, this situation affects the construction process of new rural areas in Gansu. U.S. sub-loan crisis led to the global economic crisis which had a negative impact on China's economic development, How to boost consumption of rural residents, and then stimulating economic growth has been concerned by the government, experts and scholars at all levels. In this paper, has analyzed the relationship between the rural public goods supply and the consumption of rural residents from an economic point of view, and put forward suggestions for how to increase the supply of public goods and stimulate consumption in rural areas of Gansu.In recent years, as a result of the strong support of the central and local governments, the supply of public goods in rural areas of Gansu Province has been noticeably improved, but there is still some problems,such as a lack of volume, the imbalance between supply and demand. Mainly reflected in inadequate financial support agriculture expenditure, rural infrastructure is obviously insufficient, a serious shortage of the supply of rural social security and resources of medical and health in rural areas, inadequate investment in compulsory education in rural areas, shortage of resources; comprehensive technical service system for agriculture and service facilities is lagging behind, the supply of public goods to protect the sustainable development of agricultural shortages, it is difficult to maintain public facilities in rural areas. By analysis we found that the level of rural residents'consumption of Gansu province has been improving and consumption structure has been optimizing year by year, but the overall level of consumption of rural residents is still not high, the slow decline in the Engel's coefficient. The farmers'consumption spending is expected to enhance and uncertain is the important factor in consumption of rural residents, improve the rural medical insurance and social security system,and enhance consumer confidence in farmers is the most urgent task to expand consumption in rural areas. The rural infrastructure is bottlenecks that inhibiting a further increase in the consumption of rural residents,so strengthen rural infrastructure and to enable farmers'potential effective demand into real purchasing power of rural residents is the basis of improving the standard of farmers'living.In theory, the rural productive public goods through influencing the income of farmers indirect impacting the consumption of farmers, rural non-productive public goods through the impact of the consumption environment in rural areas direct impacting on farmers'consumption. The results of an empirical analysis showed that: the supply of public goods in rural areas of Gansu Province for each additional one percentage point will cause the growth of rural residents'per capita consumption of 0.451 percentage points, the supply of public goods in rural areas increased by 1 percentage point, causing the growth of rural residents per capita consumption of transportation and communication to the proportion of 0.050, the supply of public goods in rural areas in Gansu Province each increase of 1 billion will lead to final consumption of rural residents increase 330,900,000 yuan, therefore, increase the supply of public goods in rural areas in Gansu Province in favor of promoting the consumption of rural residents, and optimizing the consumption structure of rural residents.Increase the supply of public goods in rural areas in Gansu Province and promote the consumption of rural residents should start from the following aspects: First, government guidance, establishing multi-supply main; Second, government-led, diversified financing channels;Third,set up top-down and bottom-top decision-making mechanism of the supply; Fourth, make the supply of public goods in rural areas of sub-order; Fifth, the establishment of provincial, county, township and farmers integrated system of rural public goods supply; Sixth, increase financial support for agriculture to ensure the sustainable development of rural areas; Seventh, establish supervision and management mechanism of the use of public funds in rural areas, enhance the capital use efficiency; Eighth, build a reasonable system of merit evaluation to government officials.
