With the city extension and its 4th urban plan amendment in Xi'an, The CBE (Chan Ba Ecology) district becomes an important part of urban area. Since the CBE district not only marks the nature of new urban area, but also the nature of development area, the development mode suitable to the self-nature of CBE is selected not only to be important to the future development of CBE district, but also vital to improve the investment environment, form the city framework, and elevate the city function, under the background of combination of new urban are and development area.The macro strategic thought in area development and micro market thought in subject operation were combined together. Furthermore, the area similar to CBE district development mode was divided into 3 broad classes and 7 detailed classes, and the relative conceptions were brought about. The strategic thought basis, accordance to the area development orientation, and the development mode suitable to the developing subject are the thought of this dissertation. Secondly, the broad background of Xi'an and CBE district were analyzed, and the CBE district skeleton was hackled, then the orientation of CBE development was analyzed. Moreover, the application feasibility of each CBE development stage was analyzed after summarizing the conceptions in each development mode, the characteristic of CBE and detailed subjects, development orientation, and successful cases home and abroad. Finally, in the dynamic development view, the hybrid development mode with different meaning and emphasis was selected in each development stage, and some detailed suggestions were given, considering the characteristic of each development stage of CBE.
