Exploitation Of Uninhabited Islands:Feasibility Of PPP Mode And Project Design

In recent years,as the rapid growth of the national economy,the tourism consumption demand has constantly changed,uninhabited islands have become a leisure and vacation tourism product with great investment potential and development value,for its rich and unique island tourism resources.However,the investment and financing difficult underfunded restricts the development of tourism projects of the uninhabited islands in our country.Therefore,how to broaden the financing channels,innovative financing way,and promote the rapid development of tourism of uninhabited islands have been an urgency issue for the government and the market.This paper starts from the plight of financing model of China's uninhabited island tourism development project,and combined with the theory of financing,especially the relevant theoretical knowledge of government with social capital cooperation(PPP).Four factors,political,economic,social,technical feasibility were analyzed simultaneously.And this paper carried out a in-depth analysis for the necessity of the government and the enterprise to develop the PPP project in different perspectives,such as project investment,financing demand and ecological environment protection.This paper proposed two aspects:(1)The introduction of PPP model is conducive to alleviate the current development of China's uninhabited islands tourism investment and financing problems,and it is feasibility,necessity.On the one hand,the stable political environment,the healthy and orderly development of the industry environment provides good opportunities for development of the uninhabited islands,and the growing social capital,as well as the increasing government support policies and laws and regulations,which provides a source of funding and legal protection for the development of the PPP model.On the other hand,it can alleviate the financial burden of the government,improve operational efficiency and service levels effectively.It also helps to enhance the economic strength of folk capital,and effectively reduce the investment risk.(2)Our country is suitable for BOT way to promote the tourism development of PPP project for uninhabited islands.This project adopts BOT mode(that is,the "construction-operation-transfer").Government awarded franchise form,to the project investment,financing,construction,operation and maintenance,to achieve "win-win" between the government and social capital,realize the unity of economic benefit and social benefit.The conclusion of this paper can provide practical guidance on the choice,application,optimization and innovation of investment and financing methods in the development of uninhabited island tourism projects in China.
