With the development of the global Service economy, the modern service industry, especially the service outsourcing industry has increasingly highlighted the important position among the national economy. In China, there's not much study on the service outsourcing. Additionally, our service outsourcing enterprises cannot satisfy the needs of its clients because of their small scale and too much scattered, which in adversely has affected the sustainable development of the economy. In order to strengthen the Chinese service outsourcing, this paper would study the cooperation and motivate mechanism among enterprises in service outsourcing.First of all, it introduced the theory of service science and focused on the basic concept of service outsourcing, which includes the development process of service outsourcing. Then it expounded the importance of service outsourcing and analyzed the basic theory of business cooperation.Secondly, it has analyzed that there were three types of cooperative relationships in the service outsourcing, namely, tactical partnership, strategic partnership and transformational partnership. In tactical partnership, clients aimed at generating cost savings, preventing future investments or reducing staffing burden, so, the primary motive for this type partnership was to save the operation cost. Strategic partnership is primarily driven by increasing tension experienced by clients to remain locally responsive as well as be globally integrative, and the growing need to concentrate more on business core in order to develop sources of current and future competencies. The motivation for transformational partnership is to share the risk, enhance the flexibility and redefine the existing businesses. This paper has also analyzed the reason and influence element of each type and has expounded them with cases.On the third stage, this paper studied the motive problem under unsymmetrical condition between the partners in service outsourcing. Furthermore, it has analyzed the elements that would impact the motive effect and cost of service outsourcing. For the clients, the enterprises with abundant asset, rich human resource and high level management would not only eliminate the moral hazard but give full play to the effectiveness of motive in service outsourcing.Finally, in order to prevent moral hazard problem of service outsourcing activities, enterprises should take appropriate measures to strengthen supervision. In service outsourcing, the act of supervision could ensure clients get much information about service outsourcing provider. Nevertheless, clients should choose appropriate input costs of supervision to achieve its goal of revenue maximization or costs minimization.
