A large number of statistical data shows that telecom operators are high energy consumption enterprises. In pursuit of sustainable development, environmental resource is surely to be introduced into the operation system as an important element of production, and Green Management will gradually become one of the most important strategies of telecom operators. But the existing performance assessment system of telecom operators can not satisfied this demand. From the view of enterprises, the performance assessment system and models of green management are brought forward. The innovatives results are as follows:1 An assessment system of Green Management Performance based on telecom operation is designed.First, based on the productivity performance viewpoint, Total Factor Productivity and Partial Measures of Productivity performance assessment methods and steps are designed, and then the input-output index system is set up. This is the first time that environmental resource is being involved into telecom operation as one of the productive input components. Corresponding to this, we take environmental damage and environmental benefit into account while designing the output system.2 Lateral and Longitudinal Assessment Models are established.Based on DEA theory, two performance assessment models of Green Management are established to satisfy the application need of telecom enterprises: one is Lateral Assessment Model with the introduction of Super-effieicncy, and the other is Longitudinal Assessment Model with the introduction of Malmquist Index to measure the technical change.Environmental negative outputs are regarded as input variables to meet "the smaller the better" principle and constraints for environmental damage are added into models. Environmental input variables are divided into two parts, the controllable and uncontrollable variables, and the target productivity value is only depended on the controllable part.3 Emprical study on telecom operatorUnder the energy-saving and emission-reduction background, based on the investigation of a telecom operator and its subsdiary companies, lateral and longitudinal models are proved to be valuable in application.
