Effect Of Real-name Registration Policy On The Performance Of China Telecom Operators: Evidence From Province

Since the China's reform and opening-up,by only ten years,our telecom industry has achieved the same development with the western developed countries which took them decades or even hundreds of years.Currently,the research on the regulation of telecom industry mainly focuses on market structure,product price and interconnection,but the social regulation is less studied.Since 2010,China's ministry of industry and information technology has announced the promotion of the real-name registration system for telephone users.This social regulation has attracted many social attention and debates.The real-name system is to fight telecom fraud from the source and improve the overall welfare of the society,but the whole society also has to pay costs,especially telecom operators,the system reduced the number of their new users,also requires them to input great manpower and material resources,many views agree that the policy brings the negative effects to the operators.Based on the theory of industry regulation,this paper analyzes the influence of real-name registration policy on the performance of telecom operators by three steps: theoretical analysis,empirical test and policy proposal.And based on the data of the three basic operators of China's 31 provinces in 2003-2016,we empirically test the impact of the policy on the performance of the companies by using mediating effect model,We also put forward policy suggestions at last.The major conclusions are as follows: The policy effectively improves the performance of basic telecom operators,while the telecom fraud indicator plays a significant mediating role.The basic telecom operators should implement the real-name registration system as required initiatively,and treat the policy as an opportunity for transformation and upgrading.Specifically,upon the real-name registration system,the basic telecom operators and the new Mobile Virtual Network Operators(MVNO)should transfer from market scale oriented development path to user value oriented development path.
