Study On Assessment And Development Countermeasure Of Circular Economy In Railway Industry

As China is now in an important period of building a well-off society and taking a new road to industrialization, economic development, social progress, resource conservation and environmental protection are facing a severe test, which make our country must promote circular economy model and follow a new way—conservation development, clean development and sustainable development.Railway is an important channel for linking the people and the national economy, the main artery of improving the non-balanced layout, and has made tremendous contributions for social progress and economic development. Plenty of energy, materials and construction soil are consumed by railway for large facilities, network-intensive, day and night operation. Environment is impacted seriously since the beginning of railway construction of the entire life cycle. Shortage of resources, environmental degradation, and the fierce competition force that the railway must take the circular economy development.On the basis of reading a lot relevant literature home and abroad and researching, it analysis the circular economy development status of foreign railway industry and the circular economy development achievements of advanced industry in our country, then conducts a comparative analysis. Drawing lessons from their successful experience, it puts forward that it is necessary and feasible for railway's developing the circular economy, and discusses the reality and problems existed.The evaluation index system of railway industry circular economy is constructed from four aspects, such as the intensive level of railway, environmental protection, resource use and social benefit. Circular economy development composite index of railway industry from 2002 to 2006 is calculated applying the level analysis and linear-weighted method, then ascertains the gap between reality and ideal standard, and a clear position of the level of circular economy development. Finally general concept, technical measures and policy initiatives for railway industry developing further circular economy are advanced based on the analysis and evaluation.
