The Evolvement Of European Regional Policy And Its Inspiration To China

From the very beginning of the foundation of EC, there were great difference between different countries and regions within. Afterwards, with the development of the Community, this problem had become one of the urgent matters waiting to be solved——not only because the existence of big divergence within was not allowed amongst the articles in Rome Treaty, for low income and high unemployment rate will do harm to the basic principles of commonwealth, but also because it will make the deeper and higher development of the integrative work a mission impossible. So, there is such a large budget every year for the regional policy in EU, and hoping that this will be of help solve the problem mentioned above.Before this round of the EU regional policy(2007-2013), there had been 4 reforms of it, each of which had put great changes and influence on the integrative process. Due to the stablization of the policy, we first analyse the motivation of the implementation of this policy, which followed by a summary of the evolvement of the policy during the past century - including 6 stages: the bud of a policy, the generation of the framework, the first reform of the policy, the second reform with adjustments, the third systematic restructure, and the latest renewal of the policy. ; then, together with the new trend of EU development——Lisbon & Gedeborg strategy, and informationization——we bring forward some ideas of the future of this policy.However, all mentioned above are but preparation for the next step: the evaluation of the EU regional policy, which I think, on one hand, is positive in its impact, and had reached lots of goals in the past years, such as the convergence among different members, the improvement of the facilities and infrustructures, and all kinds of measures to boost the information EU strategy; on the other hand, there is still more to do to improve its performance, for there is still large gap among different regions other than different countires.In conclusion, we could learn many things from the EU regional policy, including the five aspects: to make progress as time advances, to harmonize, to focus, to predigest, and to boost transparency. And via the study, we hope this can be of help to solve or alleviate the corresponding problems in regional matters of our nation.
